Resident urges River Ridge CDD to address persistent flooding at Pinehurst monument

Resident Shari Perkins told the River Ridge Community Development District board on July 23 that, a week after a plugged street drain, water was still overflowing in the triangle monument area at Pinehurst and that a retention pond between River 8 and River 9 appeared to be nearly 1 foot above the drain and non-functional.
Perkins asked the board to consider addressing the two drains at the Pinehurst monument and relayed that resident Fred Kronke had emailed her about the ponding between River 8 and River 9. A board member asked if there was video of water bubbling out of the drain; Perkins said she had several photographs and would obtain video and provide it to CDD staff.
District Engineer John Baker explained that plugging the inlet stopped flow from a higher system into a lower system but left the lower system with no outlet in some cases, producing what he described as effectively a "very tiny pond in a pipe." He said resolving the situation will likely require additional study and emphasized the importance of photographs or video to help staff diagnose and propose fixes.
The board agreed to direct the District Engineer to view the drainage firsthand and follow up; staff will track the item and report back. In related business, District Counsel Tony Pires later reported he has drafted a drainage-easement document for the Golf and River Club Seaside but said the supporting sketch and legal descriptions remain pending.
