Task force consolidates governance and franchise review into single ad hoc to support Recology negotiations

The Integrated Waste Management Local Task Force voted to combine two previously proposed ad hoc groups into a single Regional Governance and Franchise Review ad hoc committee to coordinate franchise-agreement strategy and governance analysis.
Staff told the task force the county received five proposals in response to a regional-agency consulting RFP and recommended a single ad hoc that would include up to two elected representatives from each member jurisdiction plus a representative from the regional-agency solid-waste consultant. The ad hoc would be advisory to the task force and to each governing body; any formal proposals or contracts would still require approval by the Board of Supervisors and the city councils.
County staff and consultants outlined typical consultant duties: develop and manage a project work plan and schedule; facilitate stakeholder meetings; review existing franchise and governance documents; prepare analysis, decision matrices and presentation materials; support franchise-negotiation strategy; and draft findings and final recommendations. Staff said county integrated-waste staff would continue to provide subject-matter expertise and handle meeting logistics, data collection and technical accuracy reviews.
Members discussed Brown Act constraints — including that having more than one task-force member on an ad hoc can trigger public-meeting rules — and election timing that could change membership before a final recommendation. Council members asked staff to limit ad hoc membership where necessary to avoid quorums of the task force and to ensure continuity if election turnover occurs.
The task force approved the consolidated ad hoc structure and asked staff to refine the work plan, confirm ad hoc membership with each jurisdiction and proceed with consultant selection and onboarding. Staff will invite city staff to participate in proposal review to the extent practicable and return progress updates at future task-force meetings.
