County staff reports grants, program expansions and community outreach for recycling and bulky-item events

Integrated Waste staff told the Local Task Force they have several active grants and pilot programs and are expanding outreach across the county. Staff reported the City-County Payment Program (CCPP) annual report was submitted and that six water refill stations provided in 2023to24 may need coordination for installation. The county's Oil Payment Program (OPP) had 17 applications submitted on June 16 and an annual report due Aug. 15, 2026, and a Mattress Recycling Council pilot case study write-up is underway.
On SB 1383 compliance, staff said the county and the two cities retain limited rural exemptions for some elements but are working to meet paper-procurement requirements; San Juan Bautista recently adopted an environmental purchasing policy to help meet post-consumer recycled-content rules. Staff said an offer letter for a limited-term SB 1383 coordinator was being sent and that the county is building a SharePoint repository for required documents.
Staff recapped outreach and event metrics for the quarter: two quarterly bulky-item events (March 28-29) with 170 attendees and 170 items collected; household hazardous waste collections with 243 residents served in the quarter; farmer nd market contacts reaching 392 residents across events; distribution of food-scrap pails (54), mail-back medication envelopes (38) and mail-back sharps containers (28). The Recology-supported Recycle Day in May had 143 participants with breakdowns by jurisdiction (119 Hollister, 7 San Juan Bautista, 17 county) and collection totals including 4,544 lb of e-waste, 207 tires and 24 mattresses.
Staff described a successful pilot bulky-item program with Recology for multi-family dwelling properties in Hollister (six properties) and two additional pilot locations scheduled in July for Santana Ranch (county) and Mission Gardens (San Juan Bautista). Curbside bulky-item collection increased by 59% from 2023 to 2025 (1,126 items in 2023; 1,565 in 2024; 1,800 in 2025), which staff said reflected outreach such as cart-hanger distribution.
Members asked for documentation backing franchise-fee calculations and for stronger workflow instructions to ensure hauler receipts and reporting are captured consistently. Staff agreed to provide fee-study materials to city managers and to coordinate with city planning staff for training and data sharing.
Staff also noted the county created a dedicated solid-waste fund to track franchise revenues rather than commingling them into general funds; staff recommended cities consider similar tracking to preserve resources for solid-waste programs and positions.
