Board approves Enclave multi-family CSM, infrastructure agreement and assigns Amazon as developer for a separate industrial site

The village board approved an ordinance June 16 approving a certified survey map (CSM) for the Enclave multifamily residential development on Peterson Crossing north of Highway 19 and adopted an infrastructure-development agreement that requires the developer to build public utilities and a multi-use trail.

Alex, community-development staff, said the 11.5-acre project will include a publicly available multi-use path along the north side of an on-site stormwater basin; the developer will construct sanitary and water mains to village standards and provide easements and cross-access agreements. Park fees and other public improvements will be addressed in the infrastructure agreement.

In a related but separate item, the board approved an amendment to a previously authorized development agreement to list Amazon.com Services LLC as the designated developer/end user for a distribution facility initially presented by Ryan Companies. Staff said Ryan will continue to perform developer roles and that Amazon will assume ownership and contractual obligations, which provides the village with a named party responsible for infrastructure and related contributions.

Trustees discussed habitat considerations for nearby wooded and wetland areas and noted the trail alignment will avoid delineated wetlands and could offer low-impact bird-watching opportunities. The village said it will continue prairie restoration and invasive-species removal in stormwater basins adjacent to the project.
