Waterford approves $367,000 local share for Emburke Blvd. pedestrian bridge project

The Waterford Township Board on March 23 approved a cost‑participation agreement with the Road Commission for Oakland County (RCOC) to remove two corrugated metal culverts on Emburke Boulevard and construct an eight-foot-wide, 61-foot-long steel truss pedestrian bridge over the Clinton River, restore riverbanks, construct turnarounds and repave nearby roadway segments.
DPW Director Justin Westlake told trustees the project arose after inspections identified deterioration; the township previously endorsed RCOC’s Local Bridge Program funding request in March 2024 and included the township share in the 2026 budget. RCOC’s engineer estimated the township’s local cost share at $367,000. The Board authorized the Supervisor to sign the cost‑participation agreement; the vote was unanimous.
Trustees said preserving a safe pedestrian connection near Riverside Elementary School, the Riverwalk and surrounding neighborhoods was an important objective. The Edgeorge Street bridge will be handled separately; RCOC had closed that bridge earlier due to deterioration.
Implementation will follow RCOC design and construction scheduling; the Board's action authorizes use of the 2026 budget funds to meet the township's cost‑share obligation.
