Prairie City Council unanimously approves School Resource Officer program, $1.2M water bond and contractor payments

The Prairie City Council on Sept. 10 unanimously approved several financing and payment measures, including a resolution to provide for a School Resource Officer program and authorization to issue $1,200,000 of General Obligation Water Improvement Bonds, Series 2025.
Council also approved payment of Phase 2 Water Main Replacement Pay Application No. 3 in the amount of $227,286.55 with the Community Development Block Grant (CDBG) covering part of the cost and the remaining balance to be paid with a State Revolving Fund (SRF) loan. The council set a public hearing on the status of funded activities for the Phase 2 project for Wednesday, Oct. 8, 2025, at 6:00 p.m. via Zoom.
The council approved Pay Application No. 13 for the Fire/EMS building to Accurate Commercial for $89,180.44, with $44,540.22 charged to the Fire Trust and $44,540.22 charged to the Ambulance Trust. All motions related to the bond authorization, water-main payment, and contractor pay application carried on unanimous roll call votes.
The meeting included a personnel action taken after a closed session. The council entered closed session under Iowa Code §21.5(1)(i) at 7:25 p.m. to evaluate the professional competency of an individual and returned at 7:38 p.m. After returning, the council voted unanimously to hire Jadi Brown as City Clerk/Finance Officer at $30 per hour with a start date of Sept. 15, 2025, and one week of vacation. The council also voted to post the Utility Billing Clerk position until filled, and set Trick-or-Treat for Oct. 30, 2025, from 6:00–8:00 p.m. The meeting adjourned at 8:01 p.m.
The council’s votes were recorded as carried unanimously; five councilmembers were listed as present at roll call. A public hearing on the Phase 2 funded activities is scheduled Oct. 8, 2025.
