TWC approves four WIOA waiver requests for submission to U.S. Department of Labor

Shirley Jones of the Workforce Development Division presented four waiver requests to the commission on June 28 that would seek federal approval to modify certain Workforce Innovation and Opportunity Act (WIOA) requirements.
Jones said the waiver requests cover performance-data requirements for eligible training providers, streamlined enrollment for adults and dislocated workers, streamlined youth enrollment, and WIOA first-choice funding. She told the commission the waivers were developed with local workforce development boards and in accordance with federal regulation and guidance.
Commissioners expressed general support, discussed guardrails to avoid creating disincentives for local boards to seek other funding, and asked whether state guidance could minimize any unintended side effects if waivers are approved by the Department of Labor. Jones said staff will issue guidance to ensure consistent implementation if waivers are granted.
The commission moved, seconded and approved the waiver requests for submission to the U.S. Department of Labor.
