Prairie City Council approves $134,160 pay request for Phase 2 water-main replacement after public hearing

Prairie City City Council on Oct. 8 held a public hearing on the city—s 2024 Phase 2 Water Main Replacement Project and subsequently approved Wynn Company—s Pay Application #4 for $134,160.43. The council—s vote on the payment was unanimous and included a condition that yard cleanup meet the satisfaction of Public Works Superintendent Harry Brannen; the payment will be charged to the CDBG grant funds first and the remaining amount covered by SRF loan proceeds.
Mayor Pro Tem Deb Townsend read the Community Development Block Grant announcements required for the hearing, saying the replacement work —is underway— and that a subcontractor will complete cement work, driveway and sidewalk replacement. She read the project budget and expense figures: total project budget $1,020,771 with City funds of $520,771 and Community Development funds of $500,000; construction and grant-administration expenses to date total $505,496.50, of which $270,156 was paid from CDBG funds and $235,340.50 from City funds.
The hearing materials listed the project area along W. 5th, N. Madison, N. Park, N. Orchard, N. Claire and E. 9th Streets and detailed outstanding work items including storm-sewer work, tapping-valve installation, driveway and sidewalk patching, mulching and seeding. According to the record, —At this time there have been no changes to the budget, project scope, location, or beneficiaries of the project.—
After the hearing, Councilmember Derek Ingle moved to approve the pay application; Councilmember Beth James seconded. The council then approved a related procedural item: RESOLUTION 10-8-25-2, which sets an SRF environmental-review public hearing for the Phase 3 water-main project on Nov. 12, 2025. That motion passed unanimously. The council also approved a one-time increase to the employee handbook—s safety-equipment allowance to $500 for the fiscal year and tabled a separate salary-adjustment item for Dylan Cornelison until the administrative team meets on Oct. 21, 2025.
The Phase 2 project continues on the listed streets; the council record shows no change to budget or beneficiaries at this meeting and identifies the remaining onsite restoration work as outstanding before final completion.
