Commissioners approve Buffalo Creek gravel pit permit to supply county road maintenance

The Natrona County Board of County Commissioners on Feb. 3 approved a conditional use permit allowing county road crews to operate a gravel pit near Buffalo Creek Ranch Road to support maintenance of county roads in the area.
Planning staff told the board the application (CUP25-02) met the county’s conditional-use criteria, noting that the site is in a ranching, agriculture and mining zoning district, is consistent with the land-use plan and is positioned well away from nearby septic systems. “Staff finds the criteria for approval … are met,” planning staff said in its presentation, and recommended a “do pass” motion with the staff conditions incorporated by reference.
No members of the public spoke in favor or against the permit during the public hearing, and departments including health, fire and GIS reported no unresolved concerns. The health department told the board the nearest plotted sewage systems are roughly 3,500 feet away and said any on-site sanitary facilities would require a wastewater permit. County fire and GIS reported no objections.
After discussion—during which a county roads representative clarified the material will be used for roads north of Highway 2026 and not hauled back to Casper—the board moved to approve CUP25-02 with staff-recommended conditions. The motion passed unanimously.
The approval allows the county to extract gravel to maintain rural roads in the Buffalo Creek area; staff said the material will be used primarily for local road repairs and shoulder/spot maintenance. The board did not add further conditions beyond the staff recommendations.
The next procedural step is project permitting and any state-level clearances required for extractive operations; county staff will monitor compliance with the permit terms and state wastewater permitting requirements.
