Planner Sabrina Kemper presented the staff report describing the proposed 40-acre site in the Ranching, Mining, Agriculture (RAM) zoning district and said the material would be used to maintain county roads in that area. R&B Superintendent Mike Haigler attended for questions.
Chairman Jim Milne opened the public hearing; hearing none, he closed it. Commissioner Dallas Laird moved to approve the permit; Commissioner Dave North offered a friendly amendment to incorporate all staff recommendations, which Laird accepted. Commissioner Casey Coates seconded the motion, and the board carried it.
The permit record notes that the site is approximately 40 acres and that staff recommendations are to be incorporated into the approval. No public comments in favor or opposition were recorded during the hearing. The board did not record any conditions beyond incorporating staff recommendations; implementation steps and monitoring will proceed through NC R&B under the permit terms.
