Natrona juvenile services board reviews 2025 SPE report and approves minutes and expenditures

Amanda Lewallen called the Natrona County Community Juvenile Services Board to order on Jan. 27. The board reviewed the 2025 Single Point of Entry (SPE) yearly report and voted to approve meeting minutes and recent expenditures.
The SPE report showed 818 cases reviewed in 2025, of which 366 resulted in filings with the courts: 31 cases to Juvenile District Court, 331 to Circuit Court and eight to Municipal Court; no cases were filed in Adult District Court. The board recorded that 360 cases were accepted into pre‑court programming—224 to MFRC, 137 to Youth Diversion and 19 to Community Service—and that 44 tickets were held.
The board highlighted top offense categories reported in 2025, led by MIP—Tobacco (218), MIP—Alcohol (99) and misdemeanor marijuana possession (90). Other frequent categories included Simple Battery (73), Theft under $1,000 (60) and Property Destruction under $1,000 (29). The report also noted year‑over‑year shifts: total cases reviewed fell by 16% (977 to 818), Juvenile District Court filings decreased by 72% (109 to 31) and Circuit Court filings declined by 17% (400 to 331); Adult District filings fell from 11 in 2024 to zero in 2025.
The board reviewed financials for the 2024–2026 biennial contract. November expenditures totaled $5,811.74 and December expenditures totaled $5,886.21, leaving a reported balance of $75,505.38 (approximately 60% expended with six months remaining). Paul Fritzler moved to accept the November 2025 minutes; Andy Delgadillo seconded and the motion passed unanimously. Jared Holbrook moved to accept the November and December expenditures; Becky Burt seconded and that motion also passed unanimously.
Board members instructed staff and volunteers to continue work on SPE documentation and related tasks; Jared Holbrook and Andy Delgadillo were recorded as taking responsibility to draft written SPE criteria and standards. The board adjourned at 11:24 a.m.; the next meeting is scheduled for Feb. 24 at 10 a.m. at DFS.
