Attorney Robert Fetti and the applicant team presented a combined subdivision and site‑plan package for Watermill Building Supply and answered board questions about phasing, circulation and site improvements. The project proposes two primary buildings (one existing to remain, one new supply/storage facility) and a reconfigured lot layout.
Fetti said the applicants have been responsive to staff and engineering comments. Staff recommended approval with conditions focused on public safety, engineering compliance, lighting and landscaping. The town engineer reviewed the plans multiple times and issued a conditional approval subject to final plan notes. The project includes a phasing plan — the applicant said they would likely finish a plumbing/storage building first to allow operations to continue while other work proceeds — and staff required a clear phasing condition tied to certificate‑of‑occupancy sequencing.
Sustainability and site design conditions include a requirement for solar panels on the new buildings and the installation of three EV chargers; the board also discussed pavement alternatives such as grass pavers and light‑colored concrete, asking staff and the engineers to study feasibility relative to maintenance and snow‑plowing. Staff also required a maintenance bond (minimum two years) to guarantee plant survivability and final engineer sign‑offs prior to signature.
Lighting photometric studies, dumpster screening, stormwater/SWIP approval and removal of an existing container on the east side of the property were listed as final conditions. The board adopted the staff report and resolution, voting six in favor with one member absent. Staff will add a clear phasing condition to the resolution and verify final engineering and health department items before plan signing and certificate issuance.
