Dubuque school board postpones action on terminating self-funded vision plan

The Dubuque Community School District Board of Education on June 22 postponed consideration of a resolution that would terminate the district’s self-funded vision plan and authorize use of remaining funds to offset future vision benefit costs, saying staff will return with more information at a future meeting.
Lisa D., who spoke on behalf of district staff, said the district had determined the self-funded approach for vision benefits was no longer viable and that staff had solicited proposals from multiple carriers. She said the district intends to move to a fully-funded plan to help keep premiums low for employees and that switching carriers shifts the plan’s annual change date from July to January to allow more lead time for implementation.
Lisa D. told the board there would be no disruption to employees’ vision coverage during the transition and said staff planned to use carryover funds from the self-funded plan to offset future premiums. She said an attorney was unavailable for the meeting and that staff will bring the completed paperwork and additional details to a later regular or special meeting.
A motion to postpone consideration until a future meeting was moved, seconded and approved by voice vote. The board took no formal action on termination at the June 22 meeting.
