Mendota Heights council adopts comprehensive rewrite of subdivision regulations

The Mendota Heights City Council on April 21 adopted Ordinance No. 607, a repeal-and-replace of Title 11: Subdivision Regulations, after Community Development Manager Sarah Madden presented the ordinance and answered council questions about definitions and standards.

Councilors discussed definitional clarifications, including a request by Councilor Lorberbaum to add a definition for "reverse curve," which staff said could reference MnDOT standards and be included in the ordinance's definitions section. Councilors also asked how the new subdivision rules would interact with Planned Unit Developments; staff explained that a PUD is a zoning process that may be reviewed concurrently with subdivision applications and must comply with the subdivision ordinance in force when a subdivision application is filed.

Councilor Mazzitello moved adoption of Ordinance No. 607 and Councilor Paper seconded; the motion carried unanimously. The Council also voted to authorize publication of a summary ordinance for Ordinance No. 607.

Why this matters: The rewrite creates the city's current baseline for lot layout, subdivision approval procedures and developer obligations; it will guide how future subdivisions and associated zoning applications are reviewed and conditioned. The Council and staff said the update reflects a multiyear effort to modernize the city's subdivision rules.

Next steps: The City will publish the summary ordinance as authorized by the Council and the updated subdivision regulations will take effect per the ordinance schedule and publication practices.
