Franklin County OKs $202,000 backhoe purchase and $36,332 cloud backup, authorizes up to $137,446 for software support

Solid Waste Superintendent Peg Pearson told commissioners the department's primary backhoe has high hours and mounting repair needs; staff recommended moving the current unit to backup and purchasing a new 2025 CAT 420-07 Backhoe/Industrial Loader from Foley Equipment for $202,000, funded from the Solid Waste Special Caps Account. The board approved the bid unanimously after a motion by Commissioner Colton Waymire and a second by Commissioner Donald Stottlemire.
IT Director Dustin Coureton presented invoices for annual software maintenance from SHI, Tyler Technologies, Aumentum, Karpel and Mobile Wireless and requested approval of payment in a maximum amount of $137,446.70 for fiscal year 2026; he noted some invoices will be billed back to individual departments and the cities of Wellsville and Ottawa and that he is working to get a repricing for the county's security software. The commission approved the payment unanimously.
Coureton also recommended adding cloud backup services because on-site storage is insufficient given growing departmental data; the board approved a quote for cloud backup services for $36,332.05 unanimously.
All three motions passed by unanimous vote. Implementation steps include procurement with Foley Equipment and coordination between the IT department and affected departments for billed-back invoices.
