Stahly Engineering reports bridge, sewer and FEMA items; Elbow Creek repair scope may change

Stahly Engineering representatives updated the Carbon County commissioners on multiple infrastructure projects at the Dec. 16 meeting.
The firm said the Golden Bridge plan and invoice are finalized, Luther Road signage has been installed, the Edgar Sewer Project contract is complete and the Montana Department of Transportation rapid repairs project is finished. Stahly reported the county received a FEMA determination memo for Grove Creek and recommended contacting U.S. Sen. Steve Daines to request reevaluation of a related application.
Stahly joined Montana DES and FEMA online about Elbow Creek repairs and proposed changing that work to an architecture-and-engineering (A&E) project. The firm is awaiting further information from Floodplain Administrator Aimee Bailey on the Silver Tip Bridge and said it received inquiries from the Conservation District about erosion downstream from Joliet. Ski Run washout is scheduled for evaluation in spring 2026.
Stahly confirmed Bischoff pit will be re-permitted and said it will prepare a zoning form for Forrest Mandeville’s review. The firm also said it will continue work on gravel-pit inventory, sidewalk funding updates and GIS mapping/addressing.
What’s next: Stahly will provide follow-up on FEMA application strategy and Silver Tip Bridge information once the county floodplain official provides additional data; Bischoff pit re-permitting and Ski Run evaluation are pending scheduled actions in 2026.
