County engineers report ‘slim’ gravel yields at Bishoff pit; commissioners delay re-permitting decision

At 9:00 a.m. on Dec. 11, 2025, Nick Winfield of Stahly Engineering briefed the Carbon County commissioners on the status of the Bishoff gravel pit and permitting options.
Winfield told the board that whether re-permitting is worth pursuing depends on site-specific conditions and the permits required; he said permitting costs vary by location and the applicable regulatory framework. Commissioners discussed the potential gravel yield; Commissioner Bill Bullock relayed observations from on-site evaluators who believed recoverable gravel at the Bishoff site to be "slim."
Commissioner Scott Blain said the board’s objective is to determine whether to reclaim the pit or to pursue re-permitting, and he noted the topic would be revisited at the Dec. 16 meeting so that Commissioner Miller, who was absent, could provide input. No formal vote or permit decision was made on Dec. 11.
The item remains under review; staff and consultants were asked to return with more detailed site information and a clearer estimate of costs and expected yield before the board takes a final action.
