Carbon County commissioners approve consent agenda; Bishoff pit permitting decision deferred

Carbon County commissioners approved the consent agenda at their Dec. 11, 2025 meeting, adopting a package of routine purchases and administrative items while deferring a final decision on whether to re-permit the Bishoff gravel pit.
Commissioner Bill Bullock moved to approve the consent agenda, which included a $1,925 purchase request for an MCE Mission Valley desk, a proposal from Stahly Engineering related to the Bishoff Pit opencut permit application (the Board deferred a final decision), a letter to reapply for the updated Notice of Funding Opportunity with the Drug-Free Communities Support Program, and a request to grant 160 hours of sick leave. Commissioner Scott Blain seconded the motion; it carried.
Administrative Officer Angela Newell told the board she had received a FEMA determination memo regarding Grove Creek and an email instructing that the Drug-Free Communities grant application be resubmitted. The board recorded the items and approved the reapplication request as part of the consent agenda.
The Bishoff gravel pit proposal was included on the consent agenda for procedural consideration but commissioners agreed it warranted additional review; Commissioner Blain said the topic will be revisited at the Dec. 16 meeting to include input from Commissioner Miller. During the earlier presentation, on-site evaluators had conveyed that the amount of recoverable gravel at Bishoff appeared "slim," a point noted by Commissioner Bill Bullock.
The board adjourned at noon after approving the remaining items on the agenda and completing a scheduled presentation by the Carbon County Historical Society (which the board approved separately).
