Commissioners approve 5‑lot Spring Creek Estates minor subdivision south of Red Lodge

The Carbon County Board of Commissioners on Dec. 2 approved the Spring Creek Estates minor subdivision, a five‑lot development about 1.25 miles south of Red Lodge.
Contract planner Forrest Mandeville presented the proposal, and Commissioner Bill Bullock moved to approve the subdivision with the findings and conditions in the project memorandum; Commissioner Scott Miller seconded and the motion carried.
Mandeville said lots 1–4 are not proposed to receive water rights and would rely on new exempt wells, while lot 5 would retain existing water rights. Environmental Health Coordinator Barbara Krizek said she had seen an electronic version of the plans and had no concerns about groundwater monitoring; she noted the system will be relatively large and will require staking and two drain fields to serve the lots. Clerk & Recorder Macque Bohleen suggested developers create an access easement across lots 3 and 4 to allow drain-field access for lots 1 and 2. The board also noted that an impact fee would apply if city water were used for fire protection.
Next steps: the approved preliminary plat will proceed under the conditions in the project memorandum; staff and the developer must document any required easements and address health-department requirements before final platting.
