Fairgrounds Manager Sterling Murphy presented a detailed five-day cost analysis for the Home of Champions (HOC) Rodeo at the Carbon County fairgrounds, showing $15,400 in facility charges and $16,200 when septic and manure labor are included.
Murphy told the board the county intends to begin generating revenue from the facility to support future improvements, rather than relying entirely on taxpayer funds. HOC representatives Wyatt Planichek, Marie Olsen and Steve Roi said the proposed total felt abrupt because the rodeo had not previously been charged a lease fee.
Commissioner Bill Bullock suggested a phased approach: set the first year’s fee at 25% of the calculated five-day cost (about $4,000) with a $1,000 deposit and include two additional days to accommodate arrivals and cleanup. Commissioners discussed a five-year lease framework with annual CPI-based increases; dates and specific escalation amounts were left for staff to draft and the HOC board to review.
Planichek said he would take the proposal to the HOC Rodeo Board for consideration. No final lease was approved at the Nov. 18 meeting; county staff will return with proposed lease terms after meeting with the HOC Board.
