Carbon County approves DPHHS inspection agreement as Environmental Health reports drop in septic permits

Carbon County Commissioners on Nov. 13 approved a Department of Public Health and Human Services licensed-establishment inspection agreement after Environmental Health staff reported program changes and workload shifts.
Environmental Health Coordinator Barbara Krizek told commissioners the department has seen a slowdown in new septic applications — 20 so far in 2025 compared with 44 in 2022 — and that DEQ reviews remain steady but increasingly time-intensive when DNRC-exempt well issues are involved. Krizek said installer training is scheduled for February and that the department plans to bring body-art inspections in-house beginning next fiscal year.
Krizek also reported that House Bill 853 has passed and will increase the shared revenue counties receive for licensed-establishment inspections; the department expects that change to boost local revenue tied to inspection fees. The county has also received a continued extension for the statewide inspection software rollout, the department said.
Commissioner Scott Miller moved to approve the DPHHS Licensed Establishment Inspection Agreement; Commissioner Scott Blain seconded and the motion carried.
The county provided a written Environmental Health quarterly summary that documents the drop in new septic applications and lists pending DEQ compliance follow-ups. Krizek said there were no new emergency-preparedness responses to report.
