Planning commission recommends edits to Title 11 subdivision regulations for council review

The Mendota Heights Planning Commission on March 31 reviewed proposed amendments to Title 11 (Subdivision Regulations) intended to improve clarity, update terminology and reflect Council priorities. Staff recommended approval of the redlined ordinance with formatting corrections to follow.

Commissioner Cindy Johnson pressed staff on language changes related to forest and tree inventories and "significant vegetation," asking whether that language had been moved or removed and expressing disappointment that some protections were not preserved outside the Mississippi River Corridor Critical Area (MRCCA). Community Development Manager Sarah Madden pointed to packet pages showing that a forest and significant tree inventory is still listed as required submittal information for a lot split and explained that "significant vegetation" was not defined and that vegetation requirements for wetlands and the MRCCA remain under those regulatory frameworks. Public Works Director Ryan Ruzek and staff discussed the advisability of broader, non-specific references to other city plans and the use of the term "ground cover" (which could include seed and other alternatives to sod) in street-construction contexts.

After clarifying edits and discussion about where certain terms should appear in code or in landscaping standards, Commissioner Jeff Nath moved, Commissioner Brian Udell seconded, and the Commission recommended approval of the proposed Title 11 amendments as redlined. The vote was 5-0. Staff advised the Commission the City Council will consider the ordinance at its April 21, 2026 meeting.
