Jefferson County’s planning commission met June 23 after the BZA session and covered a range of smaller planning matters: a privately proposed aerial trolley was tabled for more documentation, two final plats were approved, and a major subdivision final plat was postponed because construction drawings and inspections were not yet documented for the record.
Dustin Calhoun of Valley View Road described a small, non‑motorized cable “trolley” (a sky‑bike style closed loop) he would install on his property for family and small groups. He said the system would use roughly eight poles and a 5/8 cable and would include routine safety inspections. Planning staff and commissioners flagged licensing, inspection authority, operator insurance and liability; the commission asked Calhoun to return next month with documentation and tabled the request.
Meanwhile the commission approved final plats for three lots at Ponderosa Ranch Farm (Ponderosa Drive) and for three lots off Dalton Ford Road and Hugh French Road, conditioned on completing right‑of‑way and utility signature blocks as required by staff. The commission postponed final approval for Mountain View Estates, phase II (68 lots off Cole Road), after staff said the sealed construction drawings and engineered road/drainage plans required by the subdivision regulations had not been submitted or circulated to planning staff for review and field inspection. The commission directed the applicant to provide the construction drawings, stamped engineering approvals and inspection evidence before final plat approval.
During citizen input, neighbors presented photos alleging a separate property at 615 George Washington Drive is accumulating non‑operable vehicles and debris; zoning staff said demand letters have been sent and that, if the property remains out of compliance, staff will pursue enforcement through the county attorney. One neighbor noted subdivision deed restrictions may provide an additional civil avenue for residents.
The commission set follow‑ups for the trolley applicant to provide licensing and inspection details within 30 days, required the Mountain View applicant to submit construction drawings and associated approvals for staff review before final‑plat consideration, and authorized staff to continue enforcement steps on the nuisance vehicle complaint.
