Pima County board directs health department to craft tobacco retail licensing with stakeholder input

After a string of public-health presentations and testimony from healthcare advocacy groups, the Pima County Board of Supervisors voted to direct the Public Health Department to convene retailers, public-health partners and other stakeholders and return a proposed tobacco retail licensing ordinance for future consideration.

Speakers for the proposal — including representatives from the American Lung Association, American Heart Association and the American Cancer Society — urged a comprehensive licensing approach with clear definitions, annual compliance checks, graduated penalties (fines to license suspension and revocation), and a fee structure that covers enforcement. "Licensing allows local officials to know where tobacco products are being sold and strengthens oversight through regular compliance checks," said a public-health speaker during the Call to the Public.

Board members debated business burdens and enforcement resources. Supervisor Christie said she supported preventing underage vaping but urged the county to include retailers in the drafting process to avoid adding undue burdens on clerks and small businesses. Supervisor Hines and others emphasized that enforcement resources and retailer input must be built into any final ordinance.

The board’s directive requires health department staff, led by Dr. Cullen, to convene stakeholders and return a draft ordinance to the board before implementation; the motion passed 4–1.
