Red Oak City Council approves FY2026 budget amendment, appoints street superintendent and enacts moratorium on shipping containers

Red Oak — At a regular meeting May 19 at the Red Oak Fire Station, the Red Oak City Council approved a series of resolutions including a FY2026 budget amendment and several public-works and land-use measures.
Mayor Timothy J. Fridolph opened the meeting at 5:30 p.m. and led procedural items before the council voted on the evening's business. Councilperson Sharon Bradley moved and Councilperson Jeanice Lester seconded approval of the meeting agenda; the motion passed on a roll-call vote.
The council approved the consent agenda — on a motion by Councilperson Jeanice Lester and a second from Councilperson Adam Hietbrink — which included approval of the May 4, 2026 meeting minutes, annual tobacco licenses for Dollar General, Family Dollar, Hy‑Vee, Hy‑Vee Wine & Spirits, Lincoln Farm & Home, Red Oak LLC and Fareway, and claims totaling $357,688.10.
A public hearing on a FY2026 budget amendment was opened by Mayor Fridolph at 5:32 p.m. and closed at 5:33 p.m. with no public comment. On a motion by Bradley, seconded by Terry Koppa, the council approved Resolution 2026-44 adopting the FY2026 budget amendment (roll call: all ayes).
The council next approved Resolution 2026-46 to appoint Scott Gass as Street Superintendent at an annual salary of $70,000. The motion to approve the appointment was made by Councilperson Adam Hietbrink and seconded by Councilperson Sharon Bradley; the motion carried on a roll-call vote with all members voting yes.
Council also authorized purchase of a street painter by approving Resolution 2026-45 on a motion from Councilperson Terry Koppa, seconded by Adam Hietbrink (roll call: all ayes). Finally, the council passed Resolution 2026-47 enacting a moratorium on using portable shipping containers as permanent structures; that motion was made by Councilperson Jeanice Lester and seconded by Councilperson Adam Hietbrink and carried unanimously.
All formal votes recorded in the minutes were unanimous among the five councilmembers present: Sharon Bradley, Levi Franks, Adam Hietbrink, Terry Koppa and Jeanice Lester.
The council did not receive public comment on the budget amendment during the hearing.
The meeting concluded after brief staff reports; Mayor Fridolph adjourned the session at 5:57 p.m. The council scheduled its next regular meetings for June 1 and June 15.
