Committee approves series of routine and emergency measures, including salt contract and police chief confirmation

At its committee meeting, the Brooklyn City Council recommended approval of a package of routine and emergency items that the administration said needed timely action.
Council recommended adoption of a one-year salt contract with Cargill, Inc., cooperative through the Brecksville Purchasing Consortium. The renewal covers Nov. 1, 2026 through Oct. 31, 2027, includes a 16.29% price increase, and raises the contracted quantity from 2,400 tons to 2,600 tons.
The committee also recommended confirmation of Cindy Eschweiler as the city’s chief of police; the motion passed by roll call. On third reading the committee recommended adoption of Resolution 2026-21, placing a temporary moratorium — not to exceed 180 days from the effective date — on any permits or certificates of occupancy that would enable new data-center uses while city staff and council review relevant federal codes, Ohio statutes and the city’s ordinances.
The administration requested suspension of the rules and adoption at this meeting for several first-reading items so work could proceed without delay. Those measures that the committee recommended under suspension include Resolution 2026-24 (sale of city parcels to allow Northeast Ohio Regional Sewer District work to begin), Resolution 2026-25 (application for a Cuyahoga County supplemental exterior home repair grant; application deadline June 13, 2026), Resolution 2026-26 (mayor’s application for Community Development Block Grant funds for ADA improvements to Brook Memorial Playground Park; application deadline July 13, 2026), and Resolution 2026-27 (authorization of $524,400 for the Tiedeman I‑480 ODOT project and authority to enter contract). The committee recorded roll-call recommendations in favor for each item.
On the capital improvement plan, the committee recommended adoption of Ordinance 2026-15 to add a $6,100 beautification line for the western entrance on Memphis. The committee also recommended adoption of Ordinance 2026-14 establishing a youth engagement and succession (YES) Committee.
On first reading, Ordinance 2026-16 would authorize the sale of a City Land Bank parcel (Sunny Lane, parcel 433-03-053) to members of the Prince family for $5,000; the committee voted to refer that item to the Planning Commission. By charter, the 2026 update to the City Master Plan (Ord. 2026-17) must be referred to the Planning Commission; the committee recommended that referral as well.
The committee adjourned after closing business. Items recommended by the committee will appear on the next regular council agenda for final votes.
