Sawyer County finance committee previews 2025 budget, reviews investments and capital projects

The Sawyer County Finance Committee on Oct. 10, 2024, reviewed draft assumptions for the 2025 county budget, heard an update on county investments and approved minutes from two prior meetings.
Finance staff told the committee that overall revenues and expenses for 2024 are on track and that variables are largely grant-driven. For 2025, staff reported that investment interest rates are ‘‘slightly down’’ while net new construction is up 1.32 percent. The proposed budget includes a net increase of 1.5 full-time equivalent positions and step adjustments to salaries to account for inflation; members discussed using adjustments between the capital improvement plan and debt-service funds to keep the levy stable.
Committee members received a written sales tax distribution report that showed sales-tax receipts have decreased slightly in the most recent month countywide and statewide. Written investment reports provided to the committee showed year-to-date interest earned of $855,500 across all funds.
Committee members also reviewed the September capital improvement spending, which focused on IT, maintenance and the sheriff’s department, and discussed proposed 2025 CIP projects that include work on cell towers and bridge repairs. No formal action was taken on the 2025 budget or CIP during the meeting.
Procedural business included approval of minutes from Aug. 8 and Sept. 12, 2024. Tom Duffy moved and Stacey Hessel seconded both motions; each motion "carried without negative vote." The treasurer did not provide a report at the meeting.
The committee adjourned at 9:59 a.m.; the next meeting is scheduled for Nov. 7, 2024, at 8:30 a.m. in the Board Room.
