Wellesley PSC advances draft Naming of Public Assets policy, flags bond restrictions

The Wellesley Select Board Policy Subcommittee reviewed a near-final draft of a Naming of Public Assets policy on April 23 and directed staff to seek placement of a first read of the draft at a Select Board meeting after May 11.

Staff said additional language addressing tax-exempt bond–financed property was added to both the applicability and procedures sections at the recommendation of Town Counsel and emphasized the need to avoid conflicts with prior bond issuances or existing naming decisions. The staff memo noted that Town Counsel would review past bond issuances and earlier naming actions, and that consulting outside bond counsel could be costly.

Members discussed a number of implementation items the accompanying memorandum should highlight, including the potential formation of an advisory committee to help the Select Board engage the broader community during future policy updates, and the value of creating a comprehensive inventory of public assets that records historical naming context. The Subcommittee suggested the Select Board explore whether Community Preservation Committee administrative funds could support inventory work and recommended coordinating with the Historical Commission on historical research.

A minor typographical correction in Definition 4 was identified and members expressed general agreement with the proposed revisions and next steps. The Subcommittee instructed staff to bring the draft forward to the Select Board for a first read after May 11.
