The Policy Review Committee spent substantial time June 24 discussing employee-association language in policy 4-32 and related rules on the use of school facilities, payroll deductions and political activity. Staff told the committee recent General Assembly action requires updates to leave procedures for employee-association officers and that some policy language needs alignment with the new law.
Several members raised a concern that an employee-association representative had used a table at a paid new-employee orientation and had "brought greetings" during a paid professional event. One committee member said that when greetings and recruitment-like remarks occur while staff are being paid, it can amount to association activity during work time. Staff confirmed the association had a table and that while distributing materials is sometimes permitted, holding association business during paid instructional or professional time requires prior approval and should be scheduled outside regular work hours.
Staff also noted the current policy text is dated (references to mailboxes and bulletin boards) and agreed to modernize the language to reflect electronic communications (email, web postings, WISE/self-service and parent-view tools) while preserving required physical postings (OSHA notices etc.). The committee asked staff to define what constitutes a "meeting" versus a brief greeting or table presence and to return with clearer wording and enforcement guidance.
On payroll deductions (policy 4-36 and related sections), payroll staff explained most dues deductions are handled electronically via WISE and that the administration does not track a standalone administrative cost for performing the deduction service; manual paper processing is minimally used and staff time could be estimated if the board wants a formal cost figure.
Next steps: Staff will revise the association and facility-use language to define meeting thresholds, update references for modern communications and web accessibility, and return both policy 4-32 and 4-36 to the committee at a future meeting. Committee members asked for factual documentation if any group is operating as a union rather than an association.
