Committee forwards a package of student-focused policies—placement, course load, promotion and progress reporting—to the board
Summary
On June 24 the Policy Review Committee forwarded four student-related policies (5-25, 5-26, 5-27, 5-28) to the full board after minor legal-reference updates, clarification on placement of multiples, and removing a mandatory-conference sentence in the progress-reporting policy; staff explained parent notification methods and student-response (MTSS) procedures.
The Policy Review Committee on June 24 voted to forward a package of student-focused policies—5-25 (student placement), 5-26 (additional/reduced course load), 5-27 (promotion/retention) and 5-28 (reporting student progress)—to the full Virginia Beach City Public Schools board after staff presented mainly technical updates and clarifying language.
For policy 5-25 staff noted state law protects parents’ ability to request that twins or multiple siblings be placed together; the committee accepted adding the statutory reference and sent the policy on without further changes.
Policy 5-26 was updated to incorporate Virginia Department of Education regulations and corrected citations related to additional and reduced course loads. Committee members asked how frequently students use the additional-load option; staff said some students take extra virtual or online courses and that the pathway is used by students seeking acceleration or to meet graduation requirements.
On policy 5-27 staff made only legal-reference and wording clarifications and reiterated that principals retain decision authority for promotion or retention; the committee voted to forward the policy.
Policy 5-28 provoked more discussion. Staff proposed and the committee accepted removing a sentence that would have mandated a conference whenever a student experienced a "significant negative change in performance." Members asked what constitutes "sufficient notice" to parents; staff pointed to the division’s layered communications—progress reports, report cards, parent-view digital tools and student-response-team (MTSS) processes—and noted that IEP-specific progress and IEP meetings remain required when applicable. After clarifying that the regulation (5.282 referenced in the packet) details reporting cadence and that MTSS and graduation coach procedures provide tracking, the committee voted to forward the revised policy.
Outcome and next steps: All four policies were forwarded to the full board for consideration; staff will include the referenced VDOE citations and, for 5-28, documentation of how progress reporting and parent notification are implemented at the building level.
