Covington Board of Education approves monthly finances, grant indirect rates, school donations and athletic trainer agreement

The Covington Board of Education approved a set of routine but consequential items at its meeting, including monthly financials, new indirect cost rates for grants and food service, a list of school donations for FY26, a resolution supporting the Read Ready Covington network, and a services agreement with Children’s Hospital to provide athletic training.
Director Birchie, the district treasurer, presented the May-ending financials and accompanying warrants and cautioned that the district is a month behind in posting, noting ‘‘this is it for the end of May’’ and that several payrolls and purchase orders will post next month. A board member moved to approve the monthly financials and warrant expenditures; the motion passed on roll call with Mr. Gastright, Mr. Simpson, Ms. Copeland, Ms. Williams and Mr. Hager recorded as voting yes.
The board approved indirect cost rates the district must report to the Kentucky Department of Education. Director Birchie said the district will submit a blended rate structure: 15.56% as the non-restrictive rate (applied to food service) and 3.48% as the restricted rate for eligible grants, and explained that ‘‘not every grant is eligible for indirects’’ but that eligible grants are being phased in for indirect cost recovery. The board voted to adopt the rates.
Board members also approved the FY26 donations list for school activity funds. Director Birchie explained that most schools’ donations are accounted for in-house under fund 25, while the high school continues to use separate app-based accounting; some donations listed are in-kind and have no dollar amount specified.
On a separate agenda item, the board unanimously approved a resolution supporting the Read Ready Covington network, thanking district staff and Principal Miller of Biggs for their work and noting incoming Superintendent Lucas’s support. The board then considered and approved a services agreement with Children’s Hospital to provide athletic trainer coverage. In response to a board question about staffing, a representative for the services clarified the contract provides 36 hours per week and said the vendor ‘‘usually give[s] us one person for the whole year’’ with a substitute provided if that trainer is briefly unavailable.
Before adjourning the open portion of the meeting, the board attorney asked the board to enter executive session pursuant to KRS 61.810(1)(b) for deliberations concerning the sale of district real property on Pike Street; the board moved into executive session following a vote.
