Assessors review budget, land-parcel conditions and staffing steps ahead of Annual Town Meeting

At the May 28 meeting the Berkley Board of Assessors spent substantial time on administrative preparations ahead of the Annual Town Meeting (ATM) and operational matters for the Assessors Office.
Assessor Gary Hoitt distributed minutes from a department-head meeting held May 27 and a summary prepared by the town administrator to help the board prepare for ATM. A memo from Tabitha thanked staff for their work on ATM preparations. The board discussed articles it has submitted for ATM and noted that Lisa Tetreault, Mark Pettey Jr and Jeanne Russo plan to attend.
Hoitt reviewed the current departmental budget and identified funds that may be encumbered for fiscal year 2026, noting possible carryover or encumbrance options to support Assessment Office needs. The board agreed to notify RRC that the Assessors will contact the vendor after ATM and budget approval to discuss possible services related to personal property assessment.
On property matters the board discussed next steps for land submittals and plans for 22 No Main St and 125 Bay View Ave. Because those parcels are currently listed in Chapterland, the board discussed mapping changes and further actions required if parcels are sold, including right-of-first-refusal considerations and rollback-tax implications. For 181 Bay View Ave the minutes state that a letter of conditions will be attached to the PRC within CAMA for future reference.
Office rearrangement was reported as ongoing and nearly complete. Regarding staffing, the minutes say a person identified as 'Matt' informed the board that the Board of Selectmen voted to establish a five-member screening committee for the Assessor job. The minutes also note that data collection in Berkley is ongoing.
