Clark County Fiscal Court approves transfers, amends ordinance to allow lease proceeds for detention center, and makes personnel appointments

The Clark County Fiscal Court on June 10 voted unanimously to approve a package of account transfers, personnel actions and contract items while also passing a second reading of an ordinance change to allow lease proceeds to be applied to costs related to the Clark County Detention Center.
Magistrate Konstantopoulos moved and Magistrate Blanton seconded approval of multiple transfer orders (Orders 2026-82 through 2026-88) and a separate transfer (Order 2026-89); the court recorded unanimous votes in favor. Magistrate Konstantopoulos also moved and Magistrate Miller seconded approval of the bills list as presented; that motion carried with all members voting yea.
In a substantive policy item, Magistrate Blanton moved and Magistrate Konstantopoulos seconded the second reading of Ordinance 2026-6, which amends the county ordinance definition of "project" to permit proceeds from the county's March 9, 2023 lease agreement to be spent for other costs related to the Clark County Detention Center. The court approved the ordinance on its second reading with unanimous support.
The court approved a first amendment to the county's lease agreement with the Kentucky Association of Counties Finance Corporation, and also approved a KACO disbursement request tied to that financing arrangement. Magistrate Konstantopoulos moved approval of the lease amendment; Magistrate Blanton seconded and the vote was unanimous.
On capital projects and land matters, the court approved an agreement with a design professional for the Clark County Judicial Center project and approved a deed conveying property between Clark County and the Lower Howard's Creek Nature and Heritage Preserve; both motions passed unanimously.
Personnel actions approved included Order 2026-90, appointing Montey Chappell to the county detective position in the Office of the Clark County Attorney at $20,600.00 per year, effective June 14, 2026, and Order 2026-91, promoting Jerry Miller to a full-time Foreman II in the Clark County Road Department at $22.18 per hour, effective June 10, 2026. Both actions were approved by unanimous vote.
For board appointments, the court approved Order 2026-92 to reappoint Melanie Henry to the Winchester-Clark County Planning and Zoning Commission for a term from July 1, 2026, to June 30, 2030. That motion carried 5–1 after Magistrate Craycraft voted no.
Magistrate Konstantopoulos moved and Magistrate Blanton seconded approval of Order 2026-93, an annual standing order pre-authorizing certain recurring expenses for FY2027; the court approved that order unanimously.
The court granted permission for Shanda Cecil to apply for FEMA's Flood Mitigation Assistance grant following a motion by Magistrate Konstantopoulos and second by Magistrate Craycraft; the motion passed with all magistrates and the judge voting yea. The court also announced a special called meeting for June 29, 2026, at 5:30 p.m.
Magistrate Konstantopoulos moved and Magistrate Craycraft seconded a motion to adjourn to closed session; the court returned to open session with Judge RJ Palmer stating that no action had been taken while in closed session. The court then authorized the County Attorney to finalize a child support lease agreement with the McEldowney Building; that approval was unanimous.
