The East Rockhill Township Planning Commission on March 12, 2026 voted unanimously to recommend final approval of the Weidner Tract final subdivision plan, contingent on satisfying engineering comments and interagency reviews identified in a Wynn Associates letter dated March 10, 2026.
Project overview: the proposed development contains 21 single‑family lots across approximately 28.61 net acres overall; 17 lots fall in Hilltown Township and four lots (22,039 to 26,047 square feet each) fall within a 2.54‑acre portion of the site in East Rockhill Township. The plan proposes a roughly 1,650‑foot cul‑de‑sac to serve most lots, frontage and drainage improvements on Seven Corner Road, and curb and sidewalk on both sides of the new street. The East Rockhill portion includes approximately 220 feet of the proposed street.
Why it matters: the plan requires coordination between two municipalities, intermunicipal sewer and water service agreements, offsite utility work and road restoration, and recorded HOA and maintenance documents to ensure long‑term ownership and upkeep of the cul‑de‑sac and stormwater facilities.
Key engineering and permitting items identified by Wynn Associates include:
• Ownership and HOA responsibilities: The plan proposes that the entire cul‑de‑sac street, frontage improvements on Seven Corner Road, and all stormwater facilities be owned and maintained by a homeowners association (HOA). Draft HOA documents were submitted and require review and solicitor approval; the minutes state: "HOA document will require at least one East Rockhill Township resident if one would like to serve." Buyer disclosure language is also required.
• Street dimensions and improvements: Within East Rockhill Township the proposed street section is 36 feet wide within a 60‑foot right‑of‑way; in Hilltown Township the street is proposed at 32 feet within a 56‑foot right‑of‑way. Curb and sidewalk are proposed on both sides of the street; the commission requested clarified plan/profile sheets showing the location and length of the width transition and the extent of pavement restoration/overlay.
• Stormwater management and BMPs: The Post Construction Stormwater Management report (June 2021, latest rev. Dec. 2025) proposes basins and BMPs, some of which lie in Hilltown Township and therefore are subject to Hilltown design and construction standards. Wynn Associates requested verification of easement acquisition for riprap apron installation, additional details for a seepage bed BMP and rain garden O&M agreements, and other drafting/engineering clarifications.
• Sanitary sewer service: The applicant requested that sewage flow from all lots be permitted to be treated at the East Rockhill Township sewage treatment plant. Wynn Associates stated that an intermunicipal service agreement must be executed between the Township and HTWSA (acronym used in the transcript) and that purchase of sanitary sewer EDUs must be resolved by the applicant. Sewage facilities planning module(s) will require approval by East Rockhill Township, Hilltown Township, and PADEP. The minutes note that the East Rockhill Board of Supervisors will determine sewer service.
• Water service: Applicant is coordinating with the Perkasie Regional Authority (PRA) and HTWSA to allow PRA to serve public water to the development. Willingness to serve and design approvals are required; offsite extension of water line will require restoration of Township roads beyond the site frontage and possible temporary or permanent easements.
• Other conditions: The township will accept fee in‑lieu of land dedication per plan conditions; Wynn Associates estimated the contribution in‑lieu of reforestation at $6,502.50. A NPDES permit from the Bucks County Conservation District (dated Nov. 26, 2025) was noted; verification on resubmissions is required. Legal descriptions for all easements and outboundary monumentation must be prepared and certified prior to plan recordation. A development/financial security agreement is required to guarantee installation of public improvements; an engineer’s opinion of cost must be submitted.
Public comment: Nearby residents raised questions about stormwater improvements and road pipe replacement. The minutes record answers from staff: the existing road pipe will be replaced with a larger underground pipe; curb and sidewalk will be installed in front of the new lots along Seven Corner Road; one street light will be installed at the new road entrance; there are no plans to add gas service.
Motion and vote: On motion by Anne Fenley, seconded by Dave Nyman, the commission recommended final approval contingent on compliance with Wynn Associates' March 10, 2026 correspondence. The minutes record: "With no additional discussion, all present voted in favor."
