Council roundup: Central Park award, Rolling Acres sewer complaints, Hazelwood liquor license and transportation updates

At its June 24 meeting, the Woodbury City Council heard a mix of ceremonial recognition, public comment and routine business.
Parks award: The Minnesota Recreation and Parks Association presented Woodbury with a 2025 Award of Excellence (the Tommy Johnson Award) for its renovated Central Park. Jared Fluellen (Assistant Parks and Recreation Director, City of Eagan) and Reed Smith accepted on behalf of the project team; Parks staff and council members celebrated the recognition and posed for photos.
Open forum: Several residents spoke during open forum. Kim Leonardson of Rolling Acres said sewer bills for that development increased from $113 to $188 per quarter after the 2025 joint powers agreement moved billing to Newport and removed language that had said charges would be "fair and equitable." Leonardson proposed either installing meters on request or returning the 78 Rolling Acres homes to Woodbury billing. The mayor and staff said they are aware of the issue and staff is working on it but offered no immediate remedy at the meeting.
Licensing and consent: Council approved consent agenda items 6A–6D and closed a public hearing to grant an on-sale intoxicating liquor license (including Sunday and patio sales) to Create Restaurants Minnesota LLC, doing business as Hazelwood Food & Drink at 9240 Hudson Road; staff reported background checks and public-notice requirements were complete and the establishment’s general manager, Brandon Lively, attended.
Transportation and projects: Staff provided updates on active construction: the Valley Creek water-treatment pipeline project (lane reductions and scheduled closure segments through September), a Valley Creek Road trail project tied to pipeline work, Bailey Road/Fairway Drive signal work, the 2026 road-rehab program, Woodland Drive rehab and a Washington County roundabout at Bailey and Settlers Ridge Parkway. Staff also noted Intrepid Fiber has begun city buildout and that demolition and hazardous-abatement work at the public-safety building is underway ahead of construction.
The council adjourned after staff reports and a preview of July 4 celebrations and fireworks.
