East Rockhill supervisors approve seal-coat contract, accept water grant and decline sale of 50 EDUs

The East Rockhill Township Board of Supervisors met March 24, 2026, at the municipal office in Perkasie and approved a series of routine and project-specific actions, including a public-works contract award, a state grant agreement and a decision not to sell 50 sewer EDUs to a neighboring authority.
The Board voted unanimously to award the 2026 Bituminous Seal Coat contract to Asphalt Industries, Inc. for the alternate bid amount of $74,040.00. The motion was made by Supervisor Gary Volovnik and seconded by Supervisor Jim Nietupski; all three supervisors voted in favor.
Manager Marianne Hart Morano told the Board the township received a DCED Pennsylvania Small Water and Sewer Program grant for $210,000 to rehabilitate the East Rockhill Treatment Plant South Aeration Tank; the township had requested $487,560. On a motion by Mr. Volovnik, seconded by Mr. Nietupski, the Board authorized the Township Manager to execute the grant agreement.
On wastewater capacity, the Board voted to decline an offer to sell 50 Equivalent Dwelling Units to the Hilltown Township Water and Sewer Authority. The motion, made by Mr. Nietupski and seconded by Mr. Volovnik, passed with all present voting yes.
The Board adopted several resolutions and routine administrative items, including Resolution 2026-06 supporting the Pennsylvania Commission for the United States Semiquincentennial; Resolution 2026-07 authorizing destruction of specified township records; and Resolution 2026-08 appointing Mary Martin as an alternate to the Zoning Hearing Board. The Board also approved the minutes from its February 24 regular meeting and authorized payment of the bills list dated March 20, 2026, totaling $236,416.15.
Supervisor Dave Nyman reported on Pennridge Wastewater Treatment Authority business, including discussion of an anticipated EDU sale and approval of the authority’s 2025 audit. Manager Hart Morano and engineering staff presented planning-related recommendations from the March 12 Planning Commission meeting, which the Board accepted.
The meeting closed after the Board acknowledged routine department and emergency-services reports and approved a number of planning motions and staff reports. The meeting adjourned at 8:24 PM.
