The Town of Hubbardston Board of Health approved an amendment to the minutes of its previous meeting to correct a statutory citation for health‑agent appointments and signed multiple permitting items during its meeting.
The chair moved to amend the minutes to change the citation from “Mass General Law Chapter 111, section 20” to “section 30,” noting that the board had voted previously to appoint health agents and wanted the record to cite the correct statute. After a second, the board conducted a roll‑call vote: Dave, Diana and the chair voted yes and the amended minutes were approved; the chair signed a copy of the minutes.
The board also agreed to a procedural motion to change the order of new business so that the item for 65 Old Boston Turnpike would be considered early; the motion was seconded and carried by voice vote.
Permits and property matters
Board members reviewed and cleared a number of applications. For 65 Old Boston Turnpike the board confirmed that the well permit was the outstanding item; perc test results from April 28 had been reviewed and staff said they would assemble a complete packet for the applicant. An applicant identified himself as Christopher Bernard and the board discussed coordinating witness scheduling with Phil Ledger, the town sanitarian.
Other items reviewed and moved forward included a Title 5/perk‑test application and scheduling for 9 Thompson Road, review of 96 Old Princeton Road (and related folders), and a previously approved engineering plan for 111 Hale Road that the board noted appeared to have been grandfathered in from an older (1988) approval. Board members repeatedly noted the need for installer liability documentation and asked staff to follow up to ensure insurance and liability forms are on file before final permitting where required.
Staff also accepted routine one‑day food/vendor permits and a pool‑service installer application (Ronald) conditional on submission of the required liability documents.
Tobacco compliance review and merchant education
Board staff said they would circulate new merchant‑education materials and review local permitting history for the two shops in town that may sell tobacco to ensure licensing and state requirements are met.
Next steps and administrative notes
The chair noted the loss of the Board’s clerk and encouraged anyone who could assist to contact him or the town administrator, Sean. Staff (Leanne and Melody) will continue interim administrative work; the board scheduled its next meeting for July 14 and adjourned at 8:46 p.m.
