Ms. Deanna Allen, presenting for the EVA (Emmett Vision Association) and as market manager, gave a July 3 update and said organizers secured a fireworks sponsor (Danson Manufacturing of Hope, Arkansas) and contracted a pyrotechnician, Mr. Miller of Texarkana, who carries a $1 million liability policy. "The fireworks will kick off at 9:15," Allen said, and she described a program of music, food trucks, craft vendors and a children’s activity area supported by three sponsors.
Allen also raised a safety request: market organizers asked the city to place a 'children at play' sign and a speed‑limit sign on East Third Street and to limit through‑traffic with a gate during market events. Council members discussed installing a 5 mph caution sign and restricting vehicle access to improve safety for families and vendors.
The meeting also covered a separate incident at the farmers market in which a resident (identified as Sharon in the transcript) reported a vehicle passing through the park too quickly and an exchange of complaints with a vendor, identified in the meeting as Miss Salinas. "We have a eight‑man committee that we are have called a special meeting on Monday," Allen said; she noted the chair of that committee does not vote.
Speakers at the council urged caution about immediately banning a vendor without hearing all testimony and asked the committee to present a recommendation after evaluating evidence. One speaker suggested returning the vendor’s $50 fee and banning her for the season; others asked that the committee be given a chance to follow bylaws and reach a majority decision.
Next steps: the market committee will convene a special meeting with the parties and witnesses present; council asked staff to evaluate and implement recommended safety signage and access control for the park during market events.
