The Seaside City Council filled two local positions during the meeting.
Planning commission: The council interviewed applicant George Whitlock during the work session. Whitlock, who said he recently retired after a long tenure with the city and has experience in water, streets and construction, was later appointed to the planning commission by council motion; the appointment carried unanimously.
Council vacancy: Following an interview process for the Ward 1 / two at‑large vacancy, the council appointed Robin Monttero to the city council. Monttero described a background in local business, planning commission service since 2019, participation in the Seaside 2050 comprehensive plan steering committee, and civic projects including public art and the Butterfield Cottage work at the museum. Monttero was sworn in on the record and took the council seat.
Votes and process: The council took motions to appoint and read the oath on the council record. Conflicts of interest were disclosed earlier in the meeting where a councilor noted a family relationship with the planning applicant and another recused on Broadway items per Oregon Ethics Commission advice.
What happens next: Kim (city recorder) will complete administrative onboarding and update commission and council rosters; staff will schedule any required interviews or seatings for other vacancies.
