City solicitor: Bangor Mall stormwater plan accepted; remediation deadline set for July 31

The solicitor said the mall retained new attorneys earlier this year and obtained short extensions of court-imposed deadlines; several of those deadlines have now passed. "That particular item is done. It's submitted. It's acceptable," the solicitor said of the stormwater plan, which was prepared through consultant Haley Ward.
Council members pressed staff on the status of civil penalties and remaining remediation work. The solicitor said civil penalties were assessed in the court's spring order and were backdated to when the violations occurred; some payment deadlines have lapsed. He said there remains a separate deadline for remediating all violations, which he believes is July 31, and that the court has retained jurisdiction to enforce the orders.
The solicitor told the council he is not optimistic the mall will complete remediation by the July 31 deadline. Councilors did not take further action at the workshop; the solicitor said settlement negotiations are confidential and that staff will continue to monitor compliance and the court process.
