At the June 25 meeting the Lowell City License Commission approved a transfer of an all‑alcohol restaurant license for 160 Marramac Street (the Galaxy Lounge) to Triple Vision Corp., following presentation by attorney Michael Zay and the applicants. Zay introduced the proposed manager of record, Lewis Santos, and described the applicants’ industry experience; the applicants submitted TIPS certificates and the commission found the application complete.
The commission also held a public hearing on an application by The Last Stop LLC to alter its licensed premises at 245 Central Street to allow outdoor seating. Owner Kai told the commission the restaurant would serve food and that managers would run the bar; he affirmed staff were TIPS certified. Neighbor Trent Pepelli said he was not opposed but asked clarifying questions about the configuration, outdoor music and how staff would prevent patrons from lingering on sidewalks late into the night: “I’m just trying to understand what the plan is for…how they’re going to shut down at night.” Commissioners reiterated expectations that last call for outdoor patrons be 1:30 a.m. and that patrons be off premises by 2:00 a.m.; Captain Peasley and commissioners warned that lingering on sidewalks remains the operator’s responsibility and that violations would require returning to the commission.
After hearing from the applicant and neighbor, the commission moved and approved both the Galaxy Lounge transfer and the Last Stop alteration. Commissioners requested that police review any prior enforcement history for new applications where appropriate and asked licensees to be proactive about neighborhood impacts.
