On second reading the Compton City Council adopted an ordinance on June 23 creating an expedited, streamlined permitting process for electric‑vehicle (EV) charging stations, aligning local permitting with California Government Code requirements.
The ordinance requires the building official to publish a checklist that substantially conforms to the Governor’s Office of Planning and Research template, allows electronic submittals and signatures, and mandates ministerial approval for complete applications unless substantial evidence shows a "specific adverse impact" on public health or safety that cannot be feasibly mitigated. Aesthetic concerns may not be used as grounds for denial.
The ordinance also directs that required parking reductions be allowed where chargers or equipment remove designated parking spaces, and it calls for fees to be set by council resolution. The council recorded the ordinance as exempt under CEQA general-rule and listed exempt categories in the staff report. The measure passed on second reading with four affirmative votes and one absence recorded (Council member Spicer absent).
