Des Moines County supervisors approve housing match, recycling-container pilot and routine personnel actions

The Des Moines County Board of Supervisors approved several routine administrative and program actions during its Sept. 30 meeting, including a payroll reimbursement, a housing-match resolution, a six-month memorandum of understanding with the City of Burlington to pilot use of county recycling containers, and a countywide rural cleanup schedule.
The board voted unanimously to approve a payroll reimbursement claim for $466.38. The roll call confirmed three affirmative votes: Shane McCampbell, Tom Broker and Jim Carey.
The board next adopted Resolution 2025-050 supporting matching funds for a fiscal-year 2027 grant application to the Great River Housing Trust Fund. A county housing representative described the program’s uses—down-payment assistance, rehabilitation for moderate-income homeowners, and loans to support redevelopment of upper-story housing—and thanked the board for the support. "So appreciate you guys' support," the housing representative said.
On a separate agenda item the board approved a memorandum of understanding with the City of Burlington to allow temporary, pilot use of county-owned recycling containers. Under the six-month MOU the county will retain ownership of the containers while the city assumes responsibility for liability, insurance, maintenance and transport; county staff said they will provide monthly usage updates and reassess the arrangement at the end of the pilot period.
The board also set the countywide rural cleanup period to run Monday, Oct. 6 through Saturday, Dec. 13, 2025 (or until county credits are depleted). County staff emphasized the pilot is for rural Des Moines County residents only, that proof of residency is required, and that certain items—tires of any size and large electronics such as computer monitors and televisions—will not be accepted.
Personnel items were addressed as a block of routine actions. The board approved anniversary pay increases for conservation staff (Brandon Roland and Jacqueline Goodwin), accepted several resignations (including a correctional officer with a last day of Oct. 8, 2025, and lead maintenance resignation effective Oct. 3, 2025), and approved other routine personnel and time-off requests. County members thanked departing staff for years of service.
