Des Moines County extends moratorium on commercial wind permits through Oct. 31, 2025

The Des Moines County Board of Supervisors on Aug. 27 adopted Resolution 2025-43 to extend the current three-month moratorium on accepting and approving permit applications for commercial wind energy conversion systems through Oct. 31, 2025.
Chair read the resolution, which explains the county needs more time to finalize proposed amendments to county ordinance No. 62 (regulations for siting and operating wind energy conversion systems). "The current 3 month moratorium on the acceptance of approval of the CWECS ... shall be extended through 10/31/2025," the resolution states.
County staff and supervisors said the conditions that prompted the earlier moratorium remain and that holding the existing pause will allow completion of the ordinance review. The board moved and approved the resolution by voice/roll call.
What this means: Applicants seeking county permits for commercial-scale wind projects reviewed under the county ordinance will be unable to file or obtain county approval for such permits until the moratorium expires or the board takes further action. Planning staff indicated they are continuing work on the ordinance and can provide updated drafts at the board's discretion ahead of upcoming work sessions.
Next steps: The board scheduled work-session discussion on wind regulations; the planning office said it will continue drafting ordinance language and can release a consolidated working copy after finishing its review to avoid multiple concurrent drafts.
