Paducah City commissioners approve multiple municipal orders, award sidewalk and festival contracts

Paducah City — The Paducah City Board of Commissioners voted unanimously June 23 to approve a slate of municipal orders and contracts covering downtown development, neighborhood sidewalks, and festival support.
The commission approved a consent agenda carrying multiple items including board reappointments and appointments, designation of surplus property, authorization of a real estate purchase agreement with the Paducah-McCracken County Joint Sewer Agency, and personnel actions. Mayor Bray called the consent motion, and all commissioners voted aye.
In separate recorded actions, the board approved a municipal order authorizing a second addendum to the development agreement for 318 Broadway (314 Condominiums). After the motion was read, a project representative gave a construction update, saying restroom rough-in work is nearly complete and that exterior park work would begin within days; the representative said the team expects an opening next spring with June 1 listed as a conservative target.
The board also awarded a contract not to exceed $205,000 to Youngblood Excavating and Contracting LLC for the Clement Street/Farley Place sidewalk project. Greg Cherry summarized the scope as removing and replacing sidewalk in need of repair and preparing the area for future rehabilitation; he said the project leverages CDBG funds as part of the city’s south-side initiative.
Paducah City approved a $65,000 agreement with Paducah Downtown Development, Inc. (Paducah Main Street) to support Barbecue on the River 2026. Ms. Gall explained that Main Street will take responsibility for the festival under contract, subcontracting festival direction to Tyler Parker and that the city would retain festival naming rights and associated assets. "This is essentially the contract that helps to just subsidize that festival," Ms. Gall said.
The commission adopted an ordinance authorizing the mayor to execute a memorandum of understanding with the McCracken County Property Valuation Administrator to assist with administration of the city's 911 parcel fee program. The MOU sets compensation at $0.04 per parcel within Paducah City regardless of whether a parcel is assessed the 911 fee.
Other consent items approved included authorization to apply for Kentucky Transportation Cabinet Local Assistance Road Program (LARP) funds and HB 501 grant pool funds, authorization for a municipal order to purchase Candidate Physical Agility Test (CPAT) equipment as a sole source in the amount of $74,895.80, and a payment of $1,362,381 to the Kentucky League of Cities for insurance coverage on behalf of the city.
City Manager remarks at the meeting emphasized procedural efficiency: under a separate procurement ordinance introduced for later consideration, the manager noted city staff would be authorized to approve contracts up to $75,000 to accelerate time-sensitive projects while keeping larger awards before the commission.
The commission closed the meeting by voting unanimously to enter an executive session to discuss pending litigation and a confidential economic development proposal; no final action was anticipated after the closed session.
