Lewiston council approves easement vacation, awards wastewater contract and funds storm rehab design

City Surveyor Mark Wiggin summarized staff review of VA-01-2026, a petition from property owner Harley Wilmore to vacate part of a public stormwater easement near 3710 18th Street B; staff determined the segment was not significantly contributing to system operations and said the public works director had provided consent. Council approved Resolution 2026-27 to vacate the easement after a motion by Councilor Forsman and a second by Councilor Klein; the clerk recorded unanimous 'Aye' votes.
For capital works, Public Works Director Dustin Johnson recommended awarding IFB-26-010 — the 2026 wastewater pipeline replacement project addressing basins 3A and 3B — to Titan Technologies Inc. in the amount of $3,698,581. Johnson said the low bid was roughly 22.8% under engineer’s estimate and that the work will replace several miles of aging sanitary sewer lines in lower-lying sections. Council approved the contract award by roll-call vote.
Council also approved Task Order 2026-02-PW-SW with American Company for $110,000 for final design of the SM008 Hall Ford storm rehabilitation project. Johnson described two design pathways — lining the existing pipe with an industrial sleeve if cost-effective, or rerouting with easements where necessary — and emphasized the project’s priority in the stormwater capital program.
