The council heard the Planning Commission report on two rezoning applications. Staff presented Ordinance 2095-2025-26, the application of Youth Realty LLC to rezone roughly 2.11 acres on the eastern frontage of Professional Park Drive from O-1 to C-2 to bring the parcel and existing structure under a single zoning classification and allow conversion of an existing childcare structure into a nursing home. Staff and the Regional Planning Commission recommended approval; no public comment was received.
The council also considered Ordinance 96-2025-2026, the application of Shawn Robertson (agent Larry Raconi) to rezone approximately 1.4 acres on Dover Road from R1 to C5 (Highway and Arterial Commercial). Staff noted the site comprises two residential parcels and that a similar application was considered in 2005 and disapproved by council a little over a year ago. The Regional Planning Commission and staff recommended approval again; staff said they received some phone inquiries but no formal public comments in opposition.
Council members asked clarifying questions: Councilman Labato requested the prior case number and vote history for the Dover Road application; Councilman Chandler asked what C5 permits (staff said it is the most intense commercial classification and allows auto-oriented uses, including automobile sales); Councilman Smith asked about proximity to homes and whether residents had been contacted (staff said adjoining residential properties are to the west and noted a mini-storage to the south and a nearby approved strip center).
Both rezonings were presented as consistent with the Clarksville-Montgomery County Comprehensive Plan and as logical extensions of existing commercial patterns; staff asked the council for questions and noted that the matter would proceed through the council process.
