Union City council tabling leaves police hire unresolved; Mark Zigler appointed code enforcement officer

The Union City Borough Council on July 9 did not confirm a recommended full-time police hire and instead approved a retroactive appointment for a code enforcement officer.
The Civil Service Commission provided a certified list with a single candidate meeting requirements and recommended Kenneth Fye for a full-time police officer position. Police Chief David Pernice told council that Fye passed civil-service testing and background checks and recommended hiring him. Councilor Steadman moved to hire Fye, but the motion failed for lack of a second and thus died; Chief Pernice later asked why the motion failed and received no explanation from council.
Separately, after interviews by the Personnel Committee, council moved to retroactively appoint Mark Zigler as Code Enforcement Officer. Zigler is available to begin training July 12 (some virtually on the iWorqs software) and to begin regular duties on July 29; the retroactive appointment passed with Councilor Uber opposed because he felt Zigler should reside in the borough.
Minutes record that the Personnel Committee recommended Zigler and that the council expects Zigler to complete software training prior to starting regular duties. The council did not adopt the police-hire motion and plans to revisit that vacancy at a future meeting.
