Audit & Finance Committee approves grants, budget adjustments and property conveyances; tables bus terminal item

Item 6 — Hudson River Valley Greenway Heritage Grant: Kate Polley of the Department of Management and Budget presented acceptance of a $3,012 grant to support marketing and collateral for the county’s 250 commission in partnership with Discover Albany. The committee moved, seconded and approved the acceptance.
Item 7 — 2026 budget amendment: Commissioner Riley and DMB staff presented an administrative budget amendment described as budget-neutral when viewed fund-by-fund, with an aggregate net adjustment of $1,841,532. Members sought clarification about a $95,000 increase for printing and advertising; staff said they would follow up by email. The amendment was moved and approved.
Items 8–11 — property reconveyances and conveyances: Real property staff (Mike McGuire) requested authorization to reconvey South Mall/Empire State Plaza parcels to New York State consistent with a 1965 contract (conditions satisfied after bond/note payoff); the committee approved that reconveyance and other conveyances. The committee also authorized conveyance of 545 Clinton Avenue to Pioneer Capital Group LLC for $10,232.50 and approved removal of reverter language on multiple properties where conditions were met.
Item 12 — ARPA reallocation to behavioral health network: DMB staff requested reallocation of unspent ARPA balances to extend a Capital Behavioral Health Network workforce-training program (tuition support for CASAC training). Committee members asked for more details on program partners and timing; staff described the program as tuition support for local health aides and agreed to provide documentation. The motion to reallocate funds was approved.
