Albany County authorizes Siemens Energy to perform no-cost energy audits for county facilities

Albany County legislators voted to authorize an initial contract with Siemens Energy to conduct energy-performance audits and technical studies for county facilities, with Siemens bearing the cost of the initial audits.
Mike Lawley of the Executive's Office presented the request, saying Siemens scored highest in the county's evaluation and would use architects, engineers and energy planners to analyze the county's energy bills and buildings. "Siemens tied for the highest score ... and is recommended among evaluators for an ESCO service," Lawley said. He emphasized that the initial work carries no county cost and that individual projects identified by Siemens would be brought back to the legislature with their specific financial terms.
Legislators pressed for oversight on shared-savings performance contracts and asked to review each project's shared-savings terms. Lawley confirmed that project-specific financials and shared-savings arrangements will be presented for legislative review before the county enters any subsequent finance or construction agreements.
The legislature approved the initial contract unanimously. Next steps include Siemensaudits of prioritized county facilities (Lawley cited St. Rose as a primary example) and a process for bringing discrete projects with estimated costs and savings back to the legislature for approval.
